Website Host!

I have been looking for a good website host

i really want to start a website, for graphics and wallpapers, ect. and i cant find a good PHP host.

Im fairly good with html/css, but i cant find a host that doesnt need you to have had a previous host.

So if anyone is, or has a friend who is a host, please tell me.
